The Secretary of State for Transport, in exercise of the powers conferred by section 33(2) of the Merchant Shipping (Safety Convention) Act 1949^f1 and now vested in him^f2 and of all other powers enabling him in that behalf and with the approval of the Treasury hereby makes the following Regulations:—
