For regulation 12(1) there shall be substituted—

“(1)

Where a ship is exempted under regulation 5(1) or (3), an International Load Line Exemption Certificate in the form prescribed by the 1966 Convention as amended by Annex III to the 1988 Protocol shall be issued in respect of the ship by the Secretary of State.”.
