The Secretary of State for Transport, in exercise of the powers conferred by section 2(1), (4) and (5) of the Merchant Shipping (Load Lines) Act 1967^f1 and now vested in him^f2, and of all other powers enabling him in that behalf, hereby makes the following Rules:—
