The Secretary of State for the Environment, Transport and the Regions, after consulting the organisations referred to in section 306(4) of the Merchant Shipping Act 1995f1, in exercise of the powers conferred by section 47(1)(b), (3) and (4) of that Act and of all other powers enabling him in that behalf, hereby makes the following Regulations:–
