1983 c.34. Section 1 was substituted by section 206(1) of the Housing Act 2004 (c.34). In relation to England, the appropriate national authority is the Secretary of State; see the definition of “the appropriate national authority” in section 5(1) of the 1983 Act, as amended by section 206(3) of the 2004 Act.
