The Welsh Ministers are designatedf1 for the purposes of section 2(2) of the European Communities Act 1972f2 in relation to matters relating to the protection of waters against pollution caused by nitrates from agricultural sources. In exercise of the powers conferred upon them by that section, the Welsh Ministers make the following Regulations:
