The Secretary of State for Social Security, in exercise of the powers conferred on her by sections 47(5) and 174(3) of the Pensions Act 1995^f1, and of all other powers enabling her in that behalf, and after consulting such persons as she considers appropriate^f2, hereby makes the following Regulations:—
