The Secretary of State for Trade and Industry (as respects England and Wales) and the Secretary of State for Scotland (as respects Scotland), in exercise of the powers conferred by sections 37(2)(c), 60 and 64^f1 of the Electricity Act 1989^f2 and of all other enabling powers, hereby make the following Regulations:–
