The Secretary of State, in exercise of the powers conferred on her by sections 11, 11A, 12 and 13(2) and (4) of the Pensions (Increase) Act 1971^f1 and of all other powers enabling her in that behalf, and with the approval of the Treasury^f2, hereby makes the following Regulations:
