Section 10 Filling up of casual vacancies.

Any casual vacancy occurring by death, resignation, or otherwise among such persons shall be filled by the election of a qualified person, according to the directions of this Act; but the person so elected shall be subject to the same rules and conditions in all respects as the person to whose place he succeeds would have been subject to if no such vacancy had taken place.
