The Secretary of State for Social Security, with the approval of the Treasury, in exercise of the powers conferred by sections 1 and 2 of the Personal Indjuries (Emergency Provisions) Act 1939^f1 and now vested in him^f2 and of all other powers enabling him in that behalf, hereby makes the following Scheme:
