The Secretary of State, being designated^f1for the purposes of section 2(2) of the European Communities Act 1972^f2in relation to measures relating to safety as regards personal protective equipment, in exercise of the powers conferred on him by section 2(2) of the said Act hereby makes the following Regulations:
