Land that is the subject of a proposal that it should be land within paragraph 21 where that proposal is contained in—
(a)
an application made in accordance with rules under section 6 of the Transport and Works Act 1992 (c. 42), or
(b)
a draft order prepared under section 7(3) of that Act.
