Land in respect of which a planning authority—

(a)

has resolved to take action in order to safeguard it for development for the purposes of public functions (within the meaning given by paragraph 1(2)), or

(b)

has been directed by the Welsh Ministers or the Secretary of State to restrict the grant of planning permission in order to safeguard it for such development.
