The Secretary of State, in exercise of the powers conferred by section 6ZB(5), (6) and (7) of the Police Act 1996f1 and section 51 of the Police and Justice Act 2006f2, makes the following Regulations.

In accordance with section 6ZB(8) of the Police Act 1996 the Secretary of State has consulted with

  1. (a)

    the Association of Police Authorities,

  2. (b)

    the Association of Chief Police Officers,

  3. (c)

    such other persons as he thought fit.
