Article 34 Refusal to pay charges for landing place, etc.I1

An officer of the Commissioners may prevent a vessel from using a landing place or any other facilities provided by the Commissioners if the master of the vessel refuses to pay—
(a)
the charges for such use; or
(b)
any other charges due to the Commissioners.
