exercise the powers conferred by articles 24 (compulsory acquisition of land) and 27 (compulsory acquisition of rights or imposition of covenants) in relation to so much of the Order land as belongs to statutory undertakers; and

extinguish the rights of, remove or reposition the apparatus belonging to statutory undertakers over or within the Order land.
