Article 3 Application of Rules

These Rules shall apply in relation to any inquiry which is caused by the Secretary of State to be held in respect of a library authority in England or Wales pursuant to section 10(1) (as to whether a library authority has failed to carry out duties relating to the public library service imposed on it by or under the Act) or section 16 (any matter relating to the functions of a library authority under the Act) of the Act^f1.
