Article 4 Preliminary action to be taken by the Secretary of State

Where the Secretary of State intends to cause an inquiry to be held, he shall give written notice to the library authority and to such other persons or classes of persons as he may decide and shall as soon as practicable thereafter publish in at least two newspapers circulating in the area in respect of which the library authority is obliged to carry out its duties a notice of the inquiry.
