The Secretary of State for Transport, Local Government and the Regions, being a Minister designated^f1 for the purposes of subsection (2) of section 2 of the European Communities Act 1972^f2 in relation to measures relating to the railways and railway transport, in exercise of the powers conferred on him by that subsection and in exercise of the powers conferred by section 247 of the Transport Act 2000^f3 hereby makes the following Regulations:—
