The Secretary of State for Transport, Local Government and the Regions, being a Minister designatedf1 for the purposes of subsection (2) of section 2 of the European Communities Act 1972f2 in relation to measures relating to the railways and railway transport, in exercise of the powers conferred on him by that subsection and in exercise of the powers conferred by section 247 of the Transport Act 2000f3 hereby makes the following Regulations:—
