If a competent body is not satisfied with the content of a relevant declaration or notification, it must—
(a)
within 2 weeks of receipt, give notice to that effect in writing to the person from whom it was received with reasons for its decision; and
(b)
as soon as possible, provide a copy of that notice to such enforcing authorities as the competent body believes are appropriate.
