who are not relatives of the individual;

each of whom is able to provide a reference as to the individual’s competence to perform the duties of a responsible individual for the place or places in respect of which the individual has been designated by the applicant to be the responsible individual; and

one of whom has employed the individual for a period of at least 3 months unless it is not practicable to obtain such a reference.
