The Secretary of State for the Environment, in exercise of the powers conferred on him by section 143(1) of, and paragraph 6(2) of Schedule 12 A to, the Local Government Finance Act 1988^f1, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
