The National Assembly for Wales, in exercise of the powers conferred upon it by sections 132(3) and (4)^f1 and 146(1) and (2) of the Housing Grants, Construction and Regeneration Act 1996^f2 as extended by section 26(3) of the Welsh Language Act 1993^f3 makes the following Regulations:
