Article 3 Definitions of fuels and fuel products

The following paragraphs of this article define the various descriptions of fuels and fuel products referred to in this Order.

“Bioblend”, “biodiesel”, “bioethanol” and “bioethanol blend” have the same meaning as in the 1979 Act M1.

“Biobutanol” means a liquid consisting of butanol produced wholly from biomass and capable of being used for the same purposes as light oil.

“Diesel” has the meaning given to “diesel fuel” in regulation 2 of the Motor Fuel Regulations.

“Development fuel” means a renewable transport fuel which consists of—

For the purposes of paragraph (2C), the specified types of renewable transport fuel are—

For hydrogen produced using wastes of fossil origin, that hydrogen is only considered a specified type of renewable transport fuel under paragraph (2D) if carbon emitted during its production is captured and stored as determined by the Administrator and published in the guidance under article 15(1)(m).

“Fossil fuel” means coal, substances produced directly or indirectly from coal, lignite, natural gas, crude liquid petroleum, or petroleum products.

“Gas oil” has the same meaning as in regulation 2 of the Motor Fuel Regulations.

“Heavy oil” has the same meaning as in the 1979 Act M2.

“Hydrocarbon oil” means any hydrocarbon fuel which, at 15 degrees C and under a pressure of 101,325 Pa, is a liquid or a gas.

“Light oil” has the same meaning as in the 1979 Act.

“Low sulphur gas oil” means any gas oil—

“Maritime RFNBO” means a RFNBO that is for use in ships.

“Natural road fuel gas” has the same meaning as in the 1979 Act M3.

“Natural gas” means any gas derived from natural strata.

“Partially renewable transport fuel” means renewable transport fuel other than wholly renewable transport fuel.

“Petrol” has the same meaning as in regulation 2 of the Motor Fuel Regulations.

“Petroleum products” means the following substances produced directly or indirectly from crude, that is to say, fuels, lubricants, bitumen, wax, industrial spirits and any wide-range substance (meaning a substance whose final boiling point at normal atmospheric pressure is more than 50°C higher than its initial boiling point).

“recycled carbon fuel” means a transport fuel designated under paragraph (15);

“Relevant fuel” means hydrocarbon oil F22, renewable hydrogen or a compound derived from renewable hydrogen which—

but does not include detergents, cetane improvers, lubricity improvers, viscosity improvers, oxidation inhibitors, gum inhibitors, anti-corrosive preparations and similar substances intended for use as fuel additives.

“Renewable diesel” means heavy oil—

“RFNBO” means liquid or gaseous renewable fuel of non-biological origin—

“Substitute natural gas” means renewable methane produced from the product of gasification or pyrolysis, where—

“Wholly renewable transport fuel” means renewable transport fuel which is produced wholly from a relevant feedstock.

For the purposes of paragraph (d) of the definition of “renewable transport fuel” in section 132(1) of the 2004 Act, solid, liquid or gaseous fuel which—

is designated as renewable transport fuel.

For the purposes of section 131D(1)(a) of the 2004 Act, a liquid or gaseous fuel produced wholly from a waste of fossil origin designated by the Administrator as a relevant feedstock is designated as a recycled carbon fuel.
