The Secretary of State for the Environment, Transport and the Regions as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred upon them by section 31 of the Landlord and Tenant Act 1985^f1, and of all other powers enabling them in that behalf, hereby make the following Order:
