A person certified to be registered as a blind person—

(a)

~~F1by a local authority, as defined for the purposes of Part III of the~~ M1~~National Assistance Act 1948, under arrangements made by the authority under section 29 of that Act;~~

(b)

by a Health and Social Services Board in Northern Ireland under arrangements made under Article 15(1) of the M2Health and Personal Social Services (Northern Ireland) Order 1972.
