The Secretary of State, having received complaints concerning the implementation of proposals and having come to such opinion on these complaints as he may, under section 1(7) of the Freshwater and Salmon Fisheries (Scotland) Act 1976^f1, come to, in exercise of the powers conferred upon him by that section and of all other powers enabling him in that behalf, hereby makes the following renewal Order:
