Section 51 of that Act (appeals to Secretary of State) shall be amended as follows.

(2)

In subsection (1) for the words “a certifying officer” there shall be substituted the words “ an examiner ”.

(3)

In subsection (4) for the words “the certifying officer” in each place where they occur there shall be substituted the words “ the examiner ”.
