for all purposes except the purposes of regulations 4 to 7 1st January 2001

for the purposes of regulation 6 1st February 2001

for the purposes of regulations 4, 5 and 7 1st January 2002

The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by section 41 of the Road Traffic Act 1988^f1 and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:
