This Statutory Instrument has been made in consequence of defects in S.I. 2000/3224 and is being issued free of charge to all known recipients of that Statutory Instrument.

The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by section 41 of the Road Traffic Act 1988f1, and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:
