The requirements specified in Schedule 6 shall apply to every minibus first used on or after 1st April 1988 except a vehicle—
(a)
manufactured by Land Rover U.K. Limited and known as the Land Rover; or
(b)
constructed or adapted for the secure transport of prisoners.
