Part I Additional declaration for a vehicle to be licensed as a recovery vehicle

that the vehicle is constructed or permanently adapted for the purposes of lifting and towing a disabled vehicle or for any one or more of those purposes;

that the vehicle does not require a goods vehicle test certificate or a plating certificate because it is a break-down vehicle as defined in regulation 3(1) of the Goods Vehicles (Plating and Testing) Regulations 1982^f1 as amended.
