The Secretary of State for Transport, in exercise of the powers conferred by sections 22(1)(e), (2) and (3) and 57(1), (2), (3) and (5) of, and paragraph 7(7) of Schedule 4 to, the Vehicle Excise and Registration Act 1994^f1 and of all other powers enabling him in that behalf, hereby makes the following Regulations:—
