The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by sections 22(1D), (1E) and (2), 57(1), (2) and (3) and 59(2)(a) of the Vehicle Excise and Registration Act 1994f1 and of all other powers enabling him in that behalf, hereby makes the following Regulations:–
