The Secretary of State, in exercise of the powers conferred by sections 22(1D), (1E), (1G) and (2) and 57(1), (2) and (3) of the Vehicle Excise and Registration Act 1994^f1 and of all other powers enabling him in that behalf, hereby makes the following Regulations:—
