The Scottish Ministers, in exercise of the powers conferred by paragraph 4(1) of Schedule 2 to the Charities and Trustee Investment (Scotland) Act 2005^f1 and of all other powers enabling them in that behalf and after consultation with the Council on Tribunals and its Scottish Committee in accordance with section 8 of the Tribunals and Inquiries Act 1992^f2, hereby make the following Rules:
