The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by section 20(3) and (10) of the Landlord and Tenant Act 1985f1 and all other powers enabling them in that behalf, hereby make the following Order:
