The Secretary of State for Social Security, in exercise of the powers conferred by sections 15(1) and 25(3) of the Social Security Contributions (Transfer of Functions, etc.) Act 1999^f1 and of all other powers enabling him in that behalf, hereby makes the following Regulations:
