Conditions permitting inspection by the regulator (or a person acting on the regulator's behalf) of—
(a)
a spaceport, mission management facility or other site used or operated by the licensee, and
(b)
any facilities, equipment, spacecraft, carrier aircraft or other vehicles on it.
