Paragraph 7 I1
(1)
A panel may refuse permission to appeal under this Schedule only on the ground that—
(a)
the appeal is brought for reasons that are trivial or vexatious, or
(b)
the appeal does not have a reasonable prospect of success.
(2)
A panel may grant permission to appeal under this Schedule subject to conditions.
