(1)
Safety regulations may impose prohibitions, restrictions or conditions in relation to the carriage of goods, materials and other items by spacecraft, including (in particular) prohibitions, restrictions or conditions in relation to the carriage of—
(a)
radioactive material, or
(b)
other materials or items that may be hazardous to persons or the environment.
(2)
Safety regulations may make provision about payloads carried by spacecraft.
