In exercise of the powers conferred by sections 333(5), 334(2), 336(1) and (2) and 569(4) of the Education Act 1996^f1, the Secretary of State for Education and Employment, with the agreement of the National Assembly for Wales in accordance with Article 5 of the National Assembly for Wales (Transfer of Functions) Order 1999^f2 and after consultation with the Council on Tribunals in accordance with section 8 of the Tribunals and Inquiries Act 1992^f3, hereby make the following Regulations:
