No phase of the authorised development may commence until a CTMP for that phase has been submitted to and approved by the local planning authority, such approval to be in consultation with the relevant highway authority.

The CTMP for each phase of the authorised development must be in accordance with the outline CTMP.

All construction works associated with the authorised development in each phase must be carried out in accordance with the approved CTMP for that phase.

For the purposes of this requirement, “relevant highway authority” means the highway authority for the highways that are the subject of a CTMP submitted pursuant to sub-paragraph (1).
