The Secretary of State makes the following Regulations in exercise of the powers conferred by section 5B and 5D(1) of the Sustainable Communities Act 2007^f1 and after having consulted—

1. (a)

   local authorities; and

2. (b)

   such other persons who represent the interests of local authorities as the Secretary of State thought fit,

in accordance with section 5B(5) of that Act.
