The Secretary of State for Wales, in exercise of the powers conferred on him by sections 59, 65, 74, 77(4), 79(4) and 193 of the Town and Country Planning Act 1990f1, section 26(3) of the Welsh Language Act 1993f2, and of all other powers enabling him in that behalf, hereby makes the following Order—
