Paragraph 5 F1
The local transport authority may not progress the partnership proposal and, in particular, may not consult under paragraph 6 if, within the period for objections—
in a case where the partnership proposal is a proposal to make a partnership plan and scheme (or schemes)—
a sufficient number of the persons who are operators of qualifying local services in the area of the partnership proposal object to it being made, or
a sufficient number of the persons who are operators of qualifying local services in the area of the scheme object to it being made, or
in a case where the partnership proposal is a proposal to make a scheme (or schemes) in relation to an existing plan, a sufficient number of the persons who are operators of qualifying local services in the area of the scheme object to it being made.
If the partnership proposal is a proposal to make two or more schemes at the same time, paragraphs (a)(ii) and (b) of sub-paragraph (1) have effect as if references to the scheme were references to the scheme in question.
