The Lord Chancellor, in exercise of the powers conferred by paragraph 11(1) and (2)(d) of Schedule 4 to the Transport Act 1985^f1, and after consultation with the Council on Tribunals in accordance with section 8 of the Tribunals and Inquiries Act 1992^f2, makes the following Rules:
