The Lord Chancellor, in exercise of the powers conferred by paragraph 11(1) of Schedule 4 to the Transport Act 1985f1, and after consultation with the Council on Tribunals in accordance with section 8 of the Tribunals and Inquiries Act 1992f2, hereby makes the following Rules:
